Montreal: A Bilingual, Multicultural Metropolis
Greater Montreal is the cultural and economic engine of Quebec, representing 50% of its population and over 50% of its GDP. However, none of the current provincial political parties represent the interests of Montreal and Montrealers at the National Assembly. Recent legislations such as Bill 21, Bill 40 and Bill 96 affect Montreal and Montrealers in a disproportionate and negative way. Furthermore, none of the provincial political parties recognize or defend the unique status and importance of Montreal to the well-being of not just Montrealers but also to Quebecers and Canadians. This is why Bloc Montréal was created.
Economy
Quebec Sales Tax (QST) is 9.975% and generates around $22 billion (2019) in annual revenue, representing nearly 25% of the total provincial budget (excluding federal transfers). Given that around half of it is generated by economic activities in the Greater Montreal area, BMtl will demand that 20% of the QST generated from sales and services provided in the Montreal region remain in Montreal. This would increase the annual budget of the City of Montreal from $6 to $8 billion annually and finance BMtl’s policies.
Housing
Quebec and Montreal are currently experiencing a housing crisis with 37,000 people on the waiting list for subsidized housing, including 24,000 families or people on Montreal’s list alone. The crisis is both in terms of availability and affordability of housing units. We propose to build 24,000 units of more affordable/subsidized housing using the new sources of revenue outlined in our economic policy.
Support for Communities: Health and Safety
Bloc Mtl will advocate for a healthcare reform based on the Dutch model that will maximize cost-effectiveness while significantly improving accessibility, coordination, quality, and provider and patient satisfaction. The new model could be implemented gradually across different regions of Quebec while maintaining the current model during the transition as a default option.
